Service Costing Methodology
The Service Costing Methodology is for use by New South Wales Government agencies. It can be used to measure and report on agency costs and benefits across service delivery channels. The methodology can also be used to estimate the financial benefit of an initiative, and to assist with capacity planning and other governance requirements. It provides a whole of government framework for transaction and product/service costs and benefits associated with service delivery.
It has been designed for business managers, project managers, business analysts, project team members, financial analysts, accounting staff and other members of staff responsible for assessing the financial/cost impact or benefit to support business cases, funding submissions or preliminary estimates of the impact of specific initiatives on service or process improvement. It may also be used to conduct post implementation reviews of projects.
The Service Costing Methodology comprises an automated spreadsheet and User Guide. The User Guide provides a comprehensive overview of the methodology, data requirements and how it works. It also includes step-by-step instructions on how to complete the data entry worksheets to enable automatic generation of reports included in the methodology. The spreadsheet also includes an online help facility.
